Abstract: Cyber-security policy-making is a stochastic process that cannot unequivocally guarantee the objectivity of the results obtained. This is an essential circumstance, given the economic component of the developed policies. Measures to increase the level of security involve serious costs and usually the management of the organization is faced with a difficult choice. Therefore, usually the policy-making is an iterative process involving successive cycles of the following steps: risk assessment, anticipation of measures to reduce it, evaluation of these measures, management's assessment of the feasibility and appropriateness of future costs.
