Абстракт: The world, Europe and Bulgaria are going through a Great transition to defined goals for 2050. Its realization requires enormous human, material and financial resources. Energy plays a significant role in this transition. The article begins with basic knowledge related to energy planning. Historical lessons and consequences of wrong energy planning are discussed. The necessity to combine national energy planning with strategic general economic planning is revealed. Examples for strategic energy planning around the world are presented. The elaboration of a scientific methodology, mathematical models and legal regulations for creation, certifying, implementing, analyzing and updating a strategic plan for national energy development is justified. A project with such goals is now supported by the National Science Fund.
