Abstract: In order to assess properly the development of such a particular market as the electricity market in the European Union and Bulgaria, it is necessary to take many factors into account-The political attitudes, the administrative legal framework, the general economic conjuncture, the financial, environmental and other restrictions. The electricity consumption is vital for every household and for every producer. It is linked to the national security and therefore there is no end of the disputes about the state's involvement as a supplier and market regulator
