Abstract: The test evaluation of the project capacity of the TU Sofia for the implementation of projects funded through EU funds. A complete correspondence between the ranking of the project proposals in the test and the real results obtained as a result of the real projects evaluated was demonstrated. The results of the experimental implementation show that the methodology is adequate and applicable in effective and efficient management making decisions for the ranking of potential project proposals. The mathematical toolkit, using automated computational procedures in MS Excel was worked out, allows the correct collection of the necessary information, its rapid and efficient processing and summarization as well as easy archiving and the possibility of effective auditing as well as the accumulation of statistical information for future analyzes, as well as the basis for making efficient management decisions when evaluating project proposals while minimizing the risks in their implementation
