Title: Intelligent Monitoring and Control of Critical Railway Infrastructure: A Layered Approach
Keywords: intelligent railway controllers, policy-based interface, proactive management

Abstract: The intelligent railway systems are often structured into layers, including the physical layer, network layer, data analytics layer, and application layer. In this paper, we propose a further decomposition of the data analytics and application layers. Based on an analysis of different use cases and considering time constraints, the role and requirements of time-tolerant and time-sensitive functions are explored. The interface between these functions is defined to support policy-driven guidance, which is a key component of intent-driven, autonomous railway network management. It connects the time tolerant and time sensitive functions, enabling high-level optimization goals and policies to be translated into actions. The interface services are described and a formal verification method of the policy management is provided.
