Abstract: The paper presents a structured analysis of the societal and cultural impacts of higher education institutions (HEIs), with a focus on technical universities. Drawing from a comprehensive literature review, the study synthesizes existing evaluation methods and proposes a refined framework of eleven composite indicators categorized into five thematic groups. This system aims to address the limitations of current assessment approaches, offering a practical and scalable model to support institutional strategies and sustainable development goals. The findings serve as a foundation for enhancing university policies related to education, research, outreach, and infrastructure development.
