Abstract: The civil energy community is encouraged to participate in the electricity market in various ways, which inter alia include through the method of aggregation in a non-discriminatory manner. The transmission of electricity within civil energy communities and thus obtaining fair compensation is promoted by owning, creating or leasing distribution networks and their autonomous management. This and the focus of the article to consider the role of the balancing service provider in legislation, both in the EU and in Bulgaria and Sweden.
